Research Scheme

Our research includes five inter-related components ("work packages" in project-management jargon):

WP5 - EVALUATION OF INTERNATIONAL BASINS AND TREATIES

In WP1 we develop a conceptual framework that connects hydro-climatic hazards, vulnerability and human security and conflict, in the form of a causal model that then informs the case studies (WP2) and the statistical analysis (WP3). Our case-studies include 11 water security "hotspots" in the Mediterranean, Middle-East and Sahel. We investigate how changing hazards affect human security, and how communities and individuals interact and adapt to these hazards at different scales. The statistical analysis in turn adopts a more quantitative approach regressing cooperative and conflictive events in the region (based on a codification of newspaper articles) with hydro-climatic, geographical and socio-economic variables. The case-studies and the statistical analysis together shed light on the drivers of conflict and cooperation in the region and inform the design of policy at different levels (regional, national, international). Policy design is reinforced by an evaluation of the strengths and weaknesses of existing national and international (EU, UN) policies (WP4) and an in-depth evaluation of existing international basin institutions and agreements, with an emphasis on how these treat climatic uncertainty and change (WP5). The theoretical, analytical and policy results of CLICO will be brought together in a final synthesis report (WP6).
